Yes, I think it's pretty much that. And Q, on the other hand, would hesitate to let someone like Bond top him (who already makes fun enough for him for being a geek who spends his life behind a computer), so while I can see that happening sometimes later, I really think that they both prefer Bond submitting to Q most of the time.
